You probably won't be able to get a good macro lens brand new on that budget. You could try ebay. Or you could save up for a while and have a look at the sigma range. Optically they are very, very good but at a fraction of the price of the lenses made by canon or nikon. I got a sigma 105mm f2.8 macro lens brand new for £250 (usually about £300 but I got it on offer). The equivelant nikon lens is £500 and upwards. It pays to shop around. If you're after a true macro (1:1 ratio), you need to get a prime lens but there are zoom lenses that have a maco facility on them but I think these usually only go to a ratio of 1:4 or 1:3 or something. Dont quote me on that though because I might be wrong. Anyway, prime lenses are always better than zooms and they are worth saving for :)
