lighting or photoshop?

hi guys i want to take pictures of my street, but i want to capture the street lights as if they are glowing, is this a shutter speed/ ISO issue or a photoshop issue or some thing else

tripod or wall, decent long exposure, keep iso low, reduces noise, lets the streetlights take over. Id try around 10-15 seconds, if possible.

Turn the flash off, put the camera on something steady and let the camera do its thing. :)
