Dear Photographers & Parents of students or future students,
I thought other PA parents might find this response from a member of the PA Senate Education Committee interesting.
PA Senate Bill 445 would prohibit schools from refusing to use photographs from non-contract photographers in yearbooks. This would allow the students and their parents to choose where they would like their portraits taken.
Currently schools with contract photographers can dictate where your child's senior portraits can be taken and they can refuse to include your child?s photo if you don?t use the photographer they choose.

Please share this message with all Pennsylvania parents with students who will attend high school.
This bill has seen no action since March 2005. It needs your support now.
I suggest that all Pennsylvania residents contact PA Sen. James Rhoades to voice a desire for SB445 to be enacted. His email address is jrhoades@pasen.gov.
Also contact the sponsors of the legislation and suggest that they get in touch with Sen. James Rhoades to move this bill along. The sponsors are: Rob Wonderling - rwonderling@pasen.gov John C. Rafferty Jr. - jrafferty@pasen.gov Jay Costa - costa@pasenate.com John N Wozniak - wozniak@pasenate.com Jim Ferlo - ferlo@pasenate.com Terry L. Punt - skohr@pasen.gov
If you have any stories of photos being refused for yearbook publication please include them in your correspondence to these legislators.
Thanks,

Thank you for your email concerning SB445. The bill was referred to the Senate Education Committee in March 2005 but has seen no action since then. You might want to contact the sponsors of the legislation and suggest that they get in touch with Sen. James Rhoades, Majority Chair of the Committee. It is his call whether or not to move a bill in committee. Sen. Musto will follow the legislation. If you are aware of school districts in his District (14th) which do NOT permit students to use their own photographer, please advise.
Thank you again for your correspondence.
Marilyn C. Zilli, Esq. Executive Director Senate Education Committee Senator Raphael Musto, 14-D Room 17 EW mzilli@pasenate.com (717) 787-4084
