If you have petty bad noise in the background of your picture and you are using PSP X then try this. This will reduce the noise a far bit without smoothing over the image much. Firstly do all you need to do with the image bar the noise such as contrast, sharpen, special effects etc, then go to ADJUST and select the good old "digital camera noise reduction" manually set the sliders seperately so the top one is at 100%, second is around 84% and the third is at 75%. Then on the correction blend set it to 38% and the sharpening to 0%.
This will reduce the noise quite a good amount but not entirely if the noise is bad. Then in ADJUST go to add/remove noise and then to Edge preserve smooth. Set it to only 3, 4 at the max really, then you will find the noise is almost gone but the sharpness isn't affect hardly. Great for landscapes etc. Try it and let me know if it works for you.
