Yes, it is, but only if you haven't used the drive after formatting it.
I recovered a 500gb drive a few years ago that i had formatted by mistake

yep. Especially quick format.
Hence there are programs (ccleaner does it) to REALLY wipe stuff. Which basically involved writing data over and over to the drive.

For a normal disk format, that only adjusts a very insignificant amount of data across a drive (can't remember off hand, but it's only about 1% of the total drive volume) which tells the host computer how to handle the data on that disk nothing else changes underneath.
